• Confirm your attendance at interview 

Participating companies may also invite you for one or more online interviews, to take place on the day of the event or after the event day.

A professional appearance is important, and a positive attitude will be very helpful.

Every citizen of the European Union has the right to move and reside freely in Italy or within the territory of another Member State other than that of which he/she is a national. Different formalities are required depending on the length of stay (exceeding three months or shorter stay).

EURES Italy - WORK IN ITALY – information for non-EU national

Work in Italy is a Presidium created by the EURES Italy to provide adequate information and guidance to those who intend to have work experience in Italy for short or long term.

In EOJD events it operates mainly as an Info Point with the goal to offer a place (even virtual) to companies to meet their employment needs by meeting foreign candidates and at the same time support, both, to find the appropriate tools for a matching.

Many of EURES' services (in particular EURES on-line services) are freely available for any user with access to the web. If you already live and work in the EEA territory or Switzerland, you can contact a local or regional EURES Adviser to get advice. However, finding a job via EURES does not change the legal obligations and administrative procedures that may apply to non-EU citizens.

Non-EU nationals may have the right to work in an EU country or to be treated equally with EU nationals as regards conditions of work. These rights depend on their status as family members of EU nationals and on their own nationality. Due to complex immigration procedures, employers may as well decide not to go through your application.

If you intend to move from a non-EEA country (except Switzerland) to live and work in the European Economic Area or Switzerland, often your own Ministry of Foreign Affairs can provide you with information on legal requirements to move abroad or refer you to useful information Centre’s.

Work in Italy’s mission is to assist Italian companies in attracting and recruiting qualified foreign candidates in sectors, where Italian companies face skills shortages.

We remind you that the Italian Authority responsible for the entry and stay of non-EU citizens is the Ministry of the Interior.

If you’re not an EU/EFTA national please bear in mind that, while you may participate and apply for jobs during this event, you are still subject to immigration rules and procedures if you want to move to one of these 13 countries to work. 

Immigration policy, as well as its laws, regulations and procedures, are specific to each EU Member State.  

If you have lived for over 5 years in one of these Member States and hold a long-term resident status, you have equal treatment in that Member State to country and EU nationals, with regard to access to employment and self-employment, education and vocational training and tax benefits, for example.

In this particular case, you may be entitled to moving to another country for work. Please bear in mind, however, that this is not granted automatically, as it is subject to meeting certain conditions, namely related to labour market situation, which are defined by each Member State. As a rule, you will have to apply for and be granted a residence permit in that country before you are entitled to work there.

Entry and Residence Permit for NON EU Citizens 

The Decreto Flussi (Flow Decree) is an Italian government measure that regulates the entry of non-EU foreign nationals into Italy for work purposes. It sets annual quotas for how many foreign workers can enter the country legally.

Entry into Italy for employment, including seasonal work, and self-employment must comply with the entry quotas established in the decrees—the so-called "flow decrees"—which are periodically issued by the Prime Minister based on the criteria set out in the three-year planning document on immigration policies.

These procedures have been managed electronically for several years now, so simply connecting from your computer, or relying on the support of numerous authorized agencies or charities, will complete the entire process.

How It Works

 Annual Quotas: The government sets a maximum number of foreign workers allowed each year. These quotas are divided into:

Seasonal work (e.g. agriculture, tourism)

Non-seasonal work (e.g. construction, transport, hospitality)

Self-employment (e.g. artisans, freelancers)

Conversion of permits (e.g. changing a study permit into a work permit)

Employer Application: Italian employers must apply for a work authorization (called nulla osta) through an online portal managed by the Ministry of the Interior.

Click Day: Applications can only be submitted on specific dates known as “click days,” when the portal opens. Speed matters—applications are processed in the order they’re received.

Visa Process: Once the nulla osta is approved, the worker applies for a visa at the Italian consulate in their home country.

Arrival and Residence Permit: After arriving in Italy, the worker must apply for a residence permit (permesso di soggiorno) to stay and work legally.

Foreign workers are on an equal rights with Italian citizens in the enjoyment of specific rights related to work, and therefore: health and safety at work; equal opportunities between men and women; protection against all forms of discrimination; the right to fair and proportionate remuneration; the right to reconcile work and family life; the right to rest and to join (and not join) a trade union. 

In addition, all the rights expressly provided for in your employment contract or in the national or territorial collective agreement of reference for your sector of work are also provided for. 

During the selection process, the employer is not allowed to ask questions about political and religious opinions, pregnancy or HIV status, marital status or family status (principle of non-discrimination).

How many hours a day can you work? 

Normal working hours are set at 40 hours per week, but reference is made to collective labor agreements, at a national or setolar level; resort to overtime is possible, but must be limited. 

The worker is entitled to 11 consecutive hours of rest every 24 hours and a rest period of at least 24 consecutive hours, usually coinciding with Sunday, every seven days. Paid annual leave must last at least four weeks and is non-renounceable.

What does undeclared work mean (labor exploitation)?

According to Italian legislation, labor exploitation occurs when certain characteristics are present in the performance of the work activity, such as: 

• Payment of wages that are below national standards and disproportionate to the hours worked;
• Repeated prolonged working hours or the denial of weekly rest, paid annual leave and/or paid sick leave;
• The systematic violation of workplace safety and health;
• The use of degrading methods of supervising the worker.

What are the employer's obligations in order to safeguard the worker's job security? 

The obligatory fulfilments (D. Lgs. 81/2008) assigned to the employer are many, among which: 

• The assessment of all the risks present in the workplace to which workers could be exposed with the consequent elaboration of the Risk Assessment Document (Dvr);
• The implementation of standards for premises, plant, machinery and equipment;
• The organization of the prevention and protection service;
• The appointment of the indispensable figures for safety at work;
• The information, education and training of workers; 

These activities must not, under any circumstances, involve financial costs to workers. The supervision of these activities is the responsibility of INAIL, which you can contact for more information.

Where can workers turn to find out if they are in an exploitative work condition? 

 There is a wide network of support, information and orientation on the national territory: it is possible to contact trade unions, trade associations, territorial services of the municipality of residence, as well as associations

Who can the worker turn to in case of an emergency? Or for information? 

The worker can call the national anti-trafficking hotline 800.290 290. 

The number is free and active 24 hours a day, every day of the year. The operators who answer are linguistic-cultural mediators who speak English, Spanish, Albanian, Romanian, Russian, Moldovan, Ukrainian, Nigerian, Chinese, Polish, Portuguese and Arabic. 

They provide useful information and orientation to local services or, in case of emergency, assistance for specific needs. As part of the awareness-raising activities carried out by the Department for Equal Opportunities, there is also a website that has a special section dedicated to labor exploitation.

What is “Caporalato”? 

The "caporalato", or illicit work intermediation, is a system that recruits workers to work for third parties, in conditions of exploitation. 

Caporalato is a crime, for which both the person who recruits (the caporale) and the person who "uses, hires or employs manpower" (the employer) are liable, subjecting the workers to exploitative conditions. On the other hand, the worker is not punished for the mere fact of working without a contract or without a residence permit.

The EU provides common rules to protect your social security rights when moving to another country within the EU as well as Iceland, Liechtenstein, Norway and Switzerland.

Chi intende assumere una persona non comunitaria residente all'estero dovrà tener conto delle indicazioni Ministeriali operative sui flussi d’ingresso nel triennio 2026 – 2028 per lavoratori stranieri, alla luce delle modifiche introdotte dal DECRETO DEL PRESIDENTE DEL CONSIGLIO DI MINISTRI 2 OTTOBRE 2025.

Per l’anno 2026 sono stati autorizzati: 76.200 ingressi per lavoro subordinato non stagionale; 650 ingressi per lavoro autonomo; 88.000 ingressi per lavoro subordinato stagionale.

Dal dalle ore 9:00 del 23 ottobre 2025 e fino alle ore 20:00 del 7 dicembre 2025 sarà possibile pre-compilare la domande di nulla osta sul Portale Servizi ALI del Ministero dell’Interno. Lo stesso Portale andrà utilizzato per l’invio delle domande a partire dai click day previsti, a seconda della tipologia di lavoratori.

In particolare:

• dalle ore 9.00 del 12 gennaio 2026 per gli ingressi per lavoro subordinato stagionale relativamente al settore agricolo (modello C-stag agricolo);
• dalle ore 9.00  del 9 febbraio 2026 per gli ingressi per lavoro subordinato stagionale relativamente al settore turistico (modello C-stag turistico);
• dalle ore 9.00  del 16 febbraio 2026 per gli ingressi per lavoro subordinato non stagionale (modello B2020);
• dalle ore 9.00  del 18 febbraio 2026 per gli ingressi per lavoro subordinato non stagionale relativamente al settore dell’assistenza familiare (modello A-bis).

Tutte le domande potranno essere presentate fino al 31 dicembre 2026, ferma restando la verifica della disponibilità delle quoteannue indicato nella circolare ministeriale del 16/10/2025, che i datori che intendono instaurare in Italia un rapporto di lavoro subordinato non stagionale con cittadini stranieri residenti all'estero devono prima verificare presso il Centro per l'Impiego competente, l’indisponibilità di lavoratori già presenti sul territorio nazionale. La verifica si intende esperita con esito negativo se il centro per l’impiego non comunica la disponibilità di lavoratori presenti sul territorio entro otto giorni dalla richiesta (giorni calcolati da calendario).

In allegato si riporta:

•  il modulo per la domanda al Centro per l’Impiego e il modulo per autocertificare il mancato riscontro da parte del CPI, l’inidoneità del lavoratore inviato dal CPI o la mancata presentazione dello stesso al colloquio.

Si ricorda, inoltre, che qualora il centro per l’impiego comunica lavoratori disponibili, nel caso “in cui un lavoratore sia stato inviato per un colloquio, il datore di lavoro si impegna a comunicare al Centro per l’impiego l’esito della selezione e a comunicare tempestivamente ogni informazione utile ai fini della gestione della richiesta. In particolare, il datore di lavoro si impegna a comunicare la mancata presentazione, senza giustificato motivo, del lavoratore inviato dal Centro per l’impiego, decorsi venti giorni lavorativi dalla data della richiesta di personale (art. 9, comma 5, del D.P.C.M. 2 ottobre 2025), ovvero la non idoneità accertata ad esito dell’attività di selezione, distinguendo in particolare il caso in cui l’inidoneità sia conseguente al rifiuto da parte del lavoratore della proposta contrattuale. Il verificarsi delle suddette circostanze deve risultare da un’autocertificazione" (allegato n. 4 alla circolare 16/10/2025 e che il datore di lavoro dovrà allegare alla domanda di nullaosta).

Ai sensi del D.L. 3 ottobre 2025, n. 146, i datori di lavoro possono presentare come utenti privati fino ad un massimo di tre richieste di nulla osta di lavoro subordinato per ciascuna delle annualità 2026-2028.

Seasonal work can be a job opportunity for those looking for a job for a fixed term or in any case for a short period; often has as its objective the main one is to offer young people a first work experience, not necessarily professionalizing or linked to one's own course of study and, if carried out abroad, can be a good opportunity to improve the language and learn about ways of life other than your own.

The best time to find a seasonal job in marine areas is summer; while in the mountains, in the winter sports resorts of the northern and central regions, in addition to summer the season is from November to March. In the cities of art there are good opportunities also during the Easter and Christmas holidays.

For seasonal work, the type of contract most frequently applied is that of the fixed term that the employer uses to cope with seasonal peaks of work, that is, an increase in extraordinary and occasional activities that occur in some sectors (Tourism, Trade and Agriculture) and at certain times of the year. 

✨ If you aren’t an EU national, it’s essential to check whether you’re eligible to work in Italy before making plans and you may also be required to obtain a visa.
