CONTEXT/INTRODUCTION AND OBJECTIVES

The Directorate General for Energy (DG-ENER) is in charge of the development and implementation of the European policy in the domain of Energy, which includes nuclear energy and associated generation of spent fuel and radioactive waste.

To date the Commission (ENER) receives information on Member States spent fuel and radioactive waste management policies, legislative frameworks, strategies, programmes, practices (existing and planned), investment projects, peer reviews, inventories, , etc. through different notification and information mechanisms such as Council Directive 2011/70/EURATOM1 (Articles 13-15), Council Directive 2006/117/EURATOM2 (Art 20), Articles 33, 37 and 41 of EURATOM Treaty, as well as 3-year reporting under Joint Convention3 and Nuclear Safety Convention).

In addition, the Commission is required by Directive 2006/117/EURATOM and 2011/70/EURATOM to prepare and submit reports to the Council, European Parliament and European Social and Economic Committee4 every three years. The Commission also intends to issue opinions on the Member States national programmes on spent fuel and radioactive waste management, according to obligations under Council Directive 2011/70/EURATOM, starting in 2017.

In order to make best use of this information available to the Commission and utilize it efficiently to support the Commission’s work (e.g. future PINC, review and opinions of Member States national programmes and reports, opinions under Art 33 and 41 of EURATOM, etc.) it will be beneficial for ENER.D2 to establish a platform (database), where this information can be collected in an organized and systematic manner, to be used daily and preserved for the future Commission’s work. This tool shall be easy to use, manage and not complicated providing searching capabilities for DG ENER.D2 (e.g. spent fuel and radioactive waste activities per Member State). It shall be able to accommodate future modules/information of other tasks and link to other Commission systems like (NIF) and IAEA database on spent fuel and radioactive waste inventory (NEWDB5).

The main objective of this contract is handling the responsibilities of business analysis; technical studies and technical evaluation in relation with the architecture of strategic information systems;

DESCRIPTION OF TASKS

Task B1

  • Development of a Terms of Reference and technical specifications for an electronic platform for managing of information submitted by EU Member States concerning spent fuel and radioactive waste management, to efficiently manage a considerable amount of information and documents in different format (word, excel and pdf format) produced (by the EC and by the EU MSs), related to different steps of management of all types of spent fuel and radioactive waste from facilities and activities in Member States.
  • Collecting the “information requirements” by using the documentation resulting from other related projects and holding interviews with ENER.D2;
  • Performing a detailed functional requirements analysis containing the detailed specifications for concerned systems;
  • Performing business cases and architecture study in accordance with the interoperability constraints of the others strategic information systems of the DG ENERGY.

     

Task B2

  • Development of Commission requirements for the EC-IAEA interface tool for transfer of information from the IAEA inventory database to the ENER.D platform and vice versa if needed;
  • Participating in the specifications of a software application for harmonised reporting based on the improved NEWMDB tool of the IAEA;
  • Preparation of technical requirements for the interface tool so it is compatible with existing EC IT systems and the data management tool, in scope of the project.

Task B3

  • Proposing a software architecture and future enhancements for the concerned systems, including a database model as a result of business processes' analysis and modelling;
  • Proposing, agreeing with ENER.D2 and designing of application mockups based on an identified set of business processes and technical risks recorded during the detailed analysis;

Other activities:

  • Assistance in writing the Vision documents, Project Charters,
  • Functional requirements and business case analyses
  • Risk analysis
  • Writing and/or updating the project documents
  • Participation in user and steering groups meetings; drafting of minutes;
  • Communication with DG DIGIT for setting up the necessary environments and participating in the realisation of necessary documents.

WORK ENVIRONMENT/CONDITIONS

The work will be executed in the European Commission premises (EUROFORUM II building, in Luxembourg GASPERICH within the secure area). The service provider will form part of a team of business analysts; developers, testers and support personnel working together on the realisation of strategic information systems. Regular meetings with ENER.D2 will be held to ensure effective and successful achievement of the project goals.

Methodologies, tools and technologies :

  • The projects methodology is the Rational Universal Process (RUP) and more especially its adaptation to European Commission standards (R.U.P@EC) and Project Management methodology (PM2).
  • The IT applications are typically based on a JAVA/web based architecture (Front-end tier: HTML, XML, JSP, JS, EXTjs; Business-tier: Java/J2EE; Hibernate; Spring MVC, Struts, Database-tier: PL/SQL, Oracle 10/11 database).
  • The databasemanagement system is Oracle. The middle tiers are Oracle Weblogic and Tomcat.

PROFILE

The suitable candidate should have the following profile:

– Very good knowledge of R.U.P. project management methodology; U.M.L and object oriented analysis methodology and formalism;

– Very good knowledge and experience of system prototyping and design (Functional; performances and security aspects);

– Good knowledge and experience of client server and web based applications architecture;

– Ability to work independently in a multicultural environment, in strict connection with the IT staff and the users;

– Be fluent in English or French;

– Be security cleared or have an ongoing request would be an asset

– Be elligible to work in EU-zone
