For one of your clients, we are looking for an HSE Engineer for a minimum of 6 months in France (41). 

You will work as part of the project management team on the sites where the work is being carried out. You will be under the operational authority of the Works Engineer and may supervise one or more HSE Supervisors. You will be responsible for HSE prevention and coordination at industrial facilities classified as SEVESO high threshold. The work will be carried out at the Chémery site, with occasional visits to other sites based at Céré la Ronde and Soings en Sologne. 

The tasks will be as follows: General :

  • Monitor the application and enforcement of the HSE plan and applicable documents within the Contractors;
  • Completing the HSE section of the monthly report and forwarding it to the works engineer by the end of each month in accordance with the requirements of the HSE plan and the Client’s standards;
  • Follow up the HSE review actions for the construction and operation phases;
  • Attend the weekly site team meeting chaired by the works engineer. A safety briefing will be held to discuss any difficulties or problems encountered;
  • Manage the stock of PPE on site;
  • Implement tools in accordance with the HSE plan and requests;
  • Manage and record site HSE activities in the various registers summarising the actions carried out;
  • Keeping the safety scorecard set up on the sites up to date;
  • Collect the hours worked by the ES and their subcontractors;
  • Liaise with the Operator’s HSE teams.

Prevention Plan or PGCSPS and safety visits:

  • Take part in the VICs or visits prior to the ES’s PDP or PGCSPS;
  • Gathering and checking contractors’ documents required for the PDD or PGCSPS;
  • Check all risk analyses issued by contractors before each PDP;
  • Check the implementation of the actions in the Prevention Plans;
  • Analyse and check the safety section of contractors’ operating procedures;
  • Co-ordinate with the operator the review of MODOPs relating to critical activities (lifting, earthworks, lead/asbestos, etc.);
  • Provide a safety welcome to all persons entering the site for work and record all documents relating to the welcome;
  • Ensure that the certificates requested during the safety induction are validated (medical check-up, SST and date of renewal of safety induction);

Management during the works phase and HSE coordination:

  • Carry out at least one daily visit to worksites and record one of these visits once a week in the form of an audit;
  • Check the application of safety procedures and operating methods on site and report any non-conformities observed on the work site;
  • Ensuring that contractors give talks to their staff or subcontractors;
  • Occasionally attend company safety minutes before workers take up their posts;
  • Check the safety protocols for loading and unloading operations in accordance with the Order of 20/04/96;
  • Promote safety on worksites (production of talks, news flashes, safety reminders, safety challenges, installation of safety displays, etc.);
  • Produce a minimum of 4 talks and 2 news flashes per month on themes appropriate to the sites or events.
  • Challenging companies on the achievement of objectives in terms of HSE activities (safety minutes/work starts, safety talks, HSE audits).
  • Promoting feedback to the EEs and managing site safety observation sheets issued by all players;
  • Drawing up a daily activity report including safety actions taken;
  • Assist in drawing up the various authorisations (consignments, fire permits, excavation permits, etc.);
  • In the event of an accident/incident, immediately alert the site manager and the Project Manager;
  • Participate in accident and near miss investigations.
  • Prepare and attend the monthly HSE committee meeting with the project owner; Preparing and attending the HSE committee meeting with the EEs;
  • Organising and leading the safety challenge.

Expected deliverables:

  • Monthly HSE activity report;
  • Implementation of tools in accordance with the HSE plan;
  • Updating the safety scorecard;
  • Daily site visit minutes.
Requisitos laborales
  • At least 10 years’ experience in HSE prevention on industrial sites;
  • Engineering profile
  • Software skills: MS Office suite (imperative), MS Project (recommended);
  • Sector experience: Gas;
  • Language / level: French;
  • Schengen visa;
