The network for expats started in 2016 as a project in Halden municipality based on a model from the Institute for Energy Technology (IFE) which has recruited and retained researchers for the nuclear reactor in Halden since the 1960s. The network received support from the Partnership for Business Development in Østfold for a preliminary project that was completed in 2019. From 2021, the network is a project in the partnership with funding from Viken County Municipality and Søndre Viken Business Region (SVN). SVN is a collaboration between the business departments in Fredrikstad, Sarpsborg, Halden, Hvaler, Rakkestad and Aremark.

The network is twofold:

The corporate network consists of companies / enterprises that recruit employees with high formal competence outside their own region. It is first and foremost the company's HR department that participates, and focus areas are recruitment, on-boarding and HR-related tasks.

Immigrants with high formal competence who move to the region without having any network in their spare time. The main target group is foreign expats, but there may also be Norwegian immigrants who have no connection to the region. The purpose of this network is for the newcomer to quickly get a network in their free time, solve practical challenges and be integrated into the local community.
